Triple Zero Victoria’s Board is established under the Triple Zero Victoria Act 2023 and is accountable to the Minister for Emergency Services.
The Triple Zero Victoria Board is accountable to the Minister for Emergency Services and is responsible for:
- building and developing relationships with emergency services organisations and related services organisations including public health agencies
- establishing and maintaining a sustainable organisational framework that meets future demand for Triple Zero Victoria services
- making sure Triple Zero Victoria implements its Victorian Emergency Management Strategic Action Plan work program
- managing any risks identified by, or reported to the Board, which affect Triple Zero Victoria's delivery of services and ability to meet agreed performance standards.
TZV Board members
Our seven member Board was appointed in line with section 19 of the Triple Zero Victoria Act 2023 and commenced on 15 June 2025. Members are:
Anastasios (Tass) Mousaferiadis FAICD, Board Chair
Tass has an extensive background and an interest in public health care policy and program development. He has worked with the Victorian Government, various statutory authorities, and health and community care services.
He is also an experienced leader in corporate and public sector governance. He currently serves as the Board Chair of Eastern Health, the Victorian Equal Opportunity and Human Rights Commission, and Holstep Health - a recently established entity following the recent merger of Merri and Banyule community health services.
Tass has been appointed as chair of the Boards Ministerial Advisory Committee which provides advice to the Victorian Minister for Health on health service boards.
Tass’ previous significant governance roles included Board Chair of the Victorian Responsible Gambling Foundation, and Star Health, and Chair of the Southeastern Metro Mental Health and Wellbeing Interim Regional Body.
Tass is committed to equality and remains actively engaged in advocating for human rights.
Christine Ferguson, Deputy Chairperson
Christine is an accomplished executive leader and non-executive director with experience in public policy and service delivery across social, environmental, economic and emergency management portfolios. Her career includes senior leadership roles within the Department of Energy, Environment and Climate Action (DEECA), where she served as Deputy Secretary, Forest, Fire and Regions from 2020 to 2023. Prior to that, she led Recycling Sector Reform and held multiple regional director roles between 2014 and 2020.
Christine is the Chief Executive Officer of the Great Ocean Road and Parks Authority and was a member of Triple Zero Victoria’s Interim Board. She is actively engaged in public service and policy reform and has been recognised for her contributions with the Public Service Medal in 2020.
Christine’s areas of expertise include strategic leadership, regional operations and intergovernmental collaboration. She is passionate about building resilient communities and improving emergency response systems.
Natalie MacDonald
Natalie has extensive experience in public administration at the most senior levels. She was previously the CEO of the Country Fire Authority, which along with previous experience in both ambulance and police services in interstate jurisdictions, gives Natalie a unique perspective on the importance of the work of Triple Zero Victoria. She spent 8 years as the Vice President of La Trobe University and was Director General of the Queensland Department of Public Works and Housing.
Natalie is currently the Deputy Chair of Development Victoria and Chair of their Audit and Risk Committee, she sits on the Audit Committee for Infrastructure Victoria and the Infrastructure Committee for RMIT. She has also served as a Director on multiple Not-for-Profit and government boards over a number of years.
Natalie has a Bachelor of Arts, Master of Business Administration, a Masters of Commerce in Professional Accounting and is a Fellow of the Australian Institute Company Directors.
Michael Shatter
Michael is an experienced Non-Executive Director and senior executive with specialist expertise in risk management, information systems and cyber security. As a partner of RSM Australia, Michael was responsible for delivering risk management, governance, cyber security and privacy solutions to a large range of clients in highly complex and technical environments.
Michael is an Independent Member of Audit and Risk Committees for the Victorian Ombudsman, Greater Dandenong Council, Commission for Children and Young People and the Chair of the Victorian Pharmacy Authority Audit and Risk Committee. Michael has also recently been invited to the Audit, Risk and Finance Committee for the Olivia Newton-John Cancer Research Institute.
Michael has been involved in the oversight of the development and execution of large digital and infrastructure transformation transactions across the country, ensuring the governance and integrity of processes throughout the processes.
Michael holds a Bachelor of Business, is a Graduate of the Institute of Australian Company Directors, a Fellow of the Chartered Accountants Australia and New Zealand, a long tenured member of the Information Systems Audit and Control Association.
Hazel Clothier
Hazel is a leader in infectious disease epidemiology and health informatics, with a focus on vaccine safety, disease surveillance and public health preparedness. Her career spans academia, government and international research collaborations, where she has shaped immunisation policy and led multi-country initiatives to strengthen global surveillance systems. As an awarded mentor and lecturer, she is passionate about inspiring the next generation of Science, Technology, Engineering, and Mathematics (STEM) leaders.
Hazel has served on the Board of the Country Fire Authority (CFA), contributing to the Community Engagement and Health, Safety and Environment Committees and as a Director of the Warburton & Yarra Junction Community Banking Branches of Bendigo Bank, where she was a member of the Finance, Risk & Audit Committee. She currently sits on the Data Governance Advisory Board for Outcome Health.
Her community involvement includes volunteering as a CFA firefighter, of which she has been recognised with national honours for her service in emergency response. She also serves as a GoodSAM responder and Justice of the Peace.
Hazel’s expertise includes public health strategy, emergency management and risk minimisation. She holds a PhD in public health surveillance, is a Fellow of the Australasian Institute of Digital Health, and a Graduate of the Australian Institute of Company Directors.
William (Bill) O’Shea AM
Bill is the current chair of the John F Marriott Trust for HIV at The Alfred, AMREP AS Pty Limited at The Alfred precinct and College of Law Victoria. He is a former President and a Life Member of the Law Institute of Victoria, and a former General Counsel with Alfred Health and Arts Centre Melbourne.
He previously practised in commercial law at Hunt & Hunt and holds a current practising certificate.
He holds the qualifications of Bachelor of Laws (Hons), Bachelor of Science and Diploma of Education, all from the University of Melbourne. He was made a Fellow of the College of Law in 2015.
Stella Smith
Stella is the Chief Executive of Crime Stoppers Victoria, Deputy Chair of Crime Stoppers Australia and Deputy Chair of VicHealth.
She has previously held senior executive roles with Melbourne Victory Football Club, ‘Life. Be in it’ Australia and has also held board positions with Blue Light Victoria, Women’s Health East and the Melbourne Victory Football Club Academy.
Stella has broad experience in community, government and stakeholder engagement, advertising, health promotion and crime prevention. Her experience spans commercial, sport and the not-for-profit sectors. In recent years, she has led major projects focused on crime prevention and crime information reporting.
Stella has a master’s degree in marketing and a graduate diploma in Business. As an inaugural ‘Change Our Game’ Ambassador through the Office for Women in Sport and Recreation, Stella is passionate about promoting gender equality and initiatives that encourage social inclusion.
