For individuals whose vision, influence and example has shaped the future of emergency management and disaster resilience.
Jacinta Thompson – Executive Director, Emergency Communications Information Services
Jacinta was recognised for her visionary leadership, strengthening the resilience of emergency services through technology, organisational capability and people. Her influence extending across Triple Zero Victoria and the wider emergency services sector, while her advocacy for women and emerging leaders builds the diverse, confident and resilient workforce needed for the future.
Shannon Robinson – Operations Manager
Shannon was recognised for her exceptional leadership, empathy, operational expertise and genuine commitment helping shape a stronger emergency services culture. Through her advocacy, collaboration and a people-focused approach, empowering frontline staff, championing their voices and continuing to drive positive change across emergency operations. Her leadership was recognised for being grounded in care, compassion and a strong commitment to supporting others.

For individuals who has contributed to building skills, knowledge, training, and capability across the sector.
Hannah Caines – Fire Team Leader
Hannah was recognised for being an outstanding educator, mentor whose commitment to capability development extends beyond her professional role. She brings valuable operational experience and a broader understanding of the emergency management environment to her work. Through coaching, training and genuine investment in others at Triple Zero Victoria, she builds confidence, develops potential and empowers people to succeed. Her dedication, operational experience and commitment to continuous learning was commended.
